The last winner is approved, but the balloting event has not yet been finalized.
The first approved winner was processed on 8 May; therefore, the win expiry date is 14 May.
The last winner was approved on 9 May; therefore, the win expiry date is 15 May.
Finalize Balloting Event - Emails sent.
After finalizing the balloting event, only then will all emails be sent to the winners and non winners.
Example: scenario:
Winner 1 - approved on 8 May (no email was sent because the 'Finalize Balloting Event' has not yet been performed)
Winner 2 - approved on 9 May, and the finalized balloting event was processed on the same day.
Therefore, all emails were sent to winners, non-winners, and the Summary Report on 9 May.
